The overall goal of performance management is to ensure that the organization and all of its subsystems (departments, teams, employees, etc.) are working together in an optimum fashion to achieve the results desired by the organization.

- Establish means to measure and track progress/ Compensation Strategy & Policy Review
- Provide Economic Factors Affecting Pay (Market surveys)
- Set standards for assessing how well results were achieved/Pay and Incentive Planning
- Periodically review progress
- Conduct the performance review
- If performance meets desired standards set, then reward for performance
- If performance does not meet desired standard, then devote or update a performance development plan to address the performance gap
